About Dr. Sidney Portnoy

Dr. Sidney Portnoy, a licensed clinical psychologist with over 25 years of experience, is co-founder of Penn Valley Counseling Associates. As Director of Penn Valley Counseling Associates, he has had administrative responsibility for the business aspects of the practice and has grown it to include multiple therapists in several office locations.

In conjunction with his psychology specialty of child and adolescent behavior, Dr. Portnoy provides independent expert witness testimony to the court. He also created Mediation Associates in 1997 to provide alternate dispute resolution for custody, divorce and family issues. As a trained mediator, he conducts custody mediation for the Montgomery County Family Court, employee dispute mediation for the U.S. Postal Service, and dispute resolution for the Department of Justice regarding complaints under the Americans with Disabilities Act. He is a member of the American Psychological Association, the Philadelphia Society of Clinical Psychologists, the Academy of Family Mediators, and The National Register of Health Service Providers in Psychology.

Dr. Portnoy created PRACTICE BILLING SERVICE as a result of his administrative experience with Penn Valley Counseling Associates, when he found that countless hours were spent on billing and insurance claims follow up. PRACTICE BILLING SERVICE was created to address the needs of the busy professional who, like him, wished to spend more time devoted to clinical work rather than to administrative duties.

Dr. Portnoy has made his billing service, which has provided the smooth administration of his own practice for many years, available to his professional colleagues.
